Epic - Process Steps is set to "Select One" when Primary program is changed

Issue Summary

In the JA Epic grid, if you open an Epic associated with a state and respective Developmental process step, change its primary program and click on "Save" or "Save and close" the process step is automatically set to "Select one". Audit logs show evidence of when the process step was set, however, doesn't show that it was erased.

Steps to Reproduce

1. Created process flow on Epic level with Program A
2. Created Epic with Primary Program – Program A, selected the process step.
3. Changed Primary Program  to Program C which is not associated with the process flow
4. Clicks on "Save" or "Save and close".

Expected Results

when the primary program is changed, the process step is changed to Select One. The Audit Log doesn't show changes in this scenario.

Actual Results

when the primary program is changed, the process step shouldn’t be erased. The Audit Log should capture the changes.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
