Issue Summary

This is reproducible.  The "At Risk" quick filter works fine if you click on it while on the first page of work items.  If you are on a higher page number, the filter will display "No objectives were found".

Steps to Reproduce

1. Go to the Objectives Tree page.  Make sure that you some items in the "At Risk" status, and that you have enough objectives to fill up at least 2 pages.
2. Navigate to the second page of objectives
3. Click the "At Risk" quick filter above the item grid

Expected Results

The list of items will be filtered down to only display "At Risk" objectives.

Actual Results

The list is empty and no objectives appear at all, giving the incorrect impression that there is nothing at risk.

Workaround

The workaround is to only use the "At Risk" filter if you are on the first page of work items.
