In Scope flag on Forecast to Enterprise Insights

Problem: On Forecast page, there is a flag "In-Scope" that will remove the forecast allocation (member week, team week, points) from the total allocations of the team/program if the flag is unchecked. This flag is not available in Enterprise Insights, which makes it difficult for customers create reports that reflect the data in the Jira Align forecast UI.
