Issue Summary

When a story is marked as complete in Jira and the process steps & state are successfully updated to "Done/Accepted" in Jira Align if a non-super admin user tries to add a Release Vehicle and save it, it clears out the Process Step and an error message is returned. "Process Step Cannot Be Empty"

Steps to Reproduce

1. Login to JA as or impersonate a non-sa user
2. Navigate to the story grid
3. Open the story details pane
4. Select a new Release Vehicle
5. Click Save

Expected Results

The users can add a new release vehicle to the stories and successfully save it. 

Actual Results

If a non-super admin user tries to add a Release Vehicle and save it, it clears out the Process Step and an error message is returned: "Process Step Cannot Be Empty"

Workaround

In Jira Align set the Process Step field as a non-required field, however, the customer states Process Step is a required field for all  of their stories
