Logging in as an external user on Ideation Portal does not allow access to idea group if "Manage External Users" is disabled.

    Description

      Issue Summary

      When an external user logs into the Jira Align Ideation Portal as a member of a public group, if "Manage External Users" option in group is disabled, user will be presented a "You don’t have access to this idea group. Please login or register." error.

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Create an ideation group that is public but does not have "Manage External Users" enabled.
      2. Register an external user using the external link generated by the group.
      3. Log in with the user once created.

      Expected Results

      User can log into the group and view ideas/vote without approval. This was the behavior in prior versions and known working in 10.109.3

      Actual Results

      User receives "You don’t have access to this idea group. Please login or register."

      Workaround

      Workaround is available by enabling "Manage External Users" as once enabled, external users will work as expected. However this requires active management of users once enabled.
