Issue Summary

When sorting the status report for an organization, using the columns Rank and Budget, the results are mixed, with data appearing out of order.

See one example for the sorting with each column:
Ordered by Budget:

Ordered by Rank:

Steps to Reproduce

Set the T1 to have a Portfolio + PI
Search for Status Report
On the Organization tab, click on the organization desired
Now on the report, select the View Status
Click on the header of the column Rank or Budget
Scroll down and see how some results are out of order

Expected Results

The sorting would respect the order.

Actual Results

Some results appear out of order.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
