Forecast report does not honor the Program selection when choosing to show Stand Alone Features

Steps to Reproduce

1. Create a Stand Alone Feature in a different Primary Program under the same PI.
2. Load the Forecast report with a PI + Program view and toggle Show Stand Alone Features.
3. The created Feature from the other Program will load.

Expected Results

Forecast report honors the configuration menu selections

Actual Results

Stand-alone Features can ignore the context menu selection to appear in the Forecast report.

Workaround

Not allowing Stand-Alone Features to show, or ensuring all features have a parent program.
