Time tracking reports are available to be enabled under the Report's permissions on sites without a time tracking license

Steps to Reproduce

1. Access Jira Align instance
2. Go to Administration and click on roles to access Roles System Access Controls
3. Expand Additional Options > expand Reports
4. Enable reports e.g Time by Discipline or Time by Cost Center
5. Search for those reports in the search bar and notice that no match is found

Expected Results

The reports list shows only active and/or available reports to be used

Actual Results

Time tracking reports are available to be enabled under the Report's permissions on sites without a time tracking license

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
