Modifying Capacity in the Forecast page does not log work item changes in Audit Log

Issue Summary

When adjusting Capacity for an Epic or Capability in the Forecast page, the Capacity changes are not reflected in the Audit Log for the work item, although the changes are shown in the Forecast Tab of the specific work item.

Steps to Reproduce

1. Modify the Capacity for a given Program on a work item in the Forecast page.
2. Check the audit log for the work item and see no changes recorded
3. Check the Forecast Tab of the work item to see the Program values updated

Expected Results

Modifications to Capacity done in the Forecast page will reflect in the Audit Log for any given work item

Actual Results

Modifications to Capacity done in the Forecast page are not recorded in the Audit Log for work items.

Workaround

Changes to Program or Team Capacity can be done in the work item's Forecast tab to show those changes in the audit log, but this requires modifying individual items in their Forecast Tab rather than modifying from the general Forecast page.
