Issue Summary

I am able to reproduce this in alignsupport.  This is related to JIRAALIGN-3571, which appears to have resolved part of the issue.  Manually setting program or team level tier filters work fine.  However, the default program level tier filter that loads when you access the page does not "stick".  Making any change, or even something like viewing a discussion will cause the filter to break.  

The filter does not disappear, but it does stop filtering at the displayed level

Steps to Reproduce

1. First, make sure they area you're working in has both team and program level objectives.
2. Go to the Program Objectives page
3. Open up any objective and click on the "Discussions" link
4. Close the discussions panel.  

Expected Results

Nothing in the background should change regarding the filtering levels

Actual Results

After the discussions panel is closed you can see behind the open objective that previously hidden team objectives are appearing in the list, even though the "Tier = Program" filter is still showing at the top of the screen.

Workaround

The workaround is to manually add a program or team level tier filter on the page.  The manually created filters work fine.  The default one that appears when you load the page does not.
