Cannot delete Capability in Program > Forecast

Issue Summary

Cannot delete Capability in Program > Forecast

When the user is in the Program > Forecast, the Delete function for a Capability in its slide out panel does not work. The same capability can be deleted from the Capabilities Grid as expected.

Note: This delete functionality from the details panel in Forecast Page, is not only affecting Capabilities but Epics as well. This looks to be a global issue in the Forecast page.

Steps to Reproduce

1. Navigate to Program > Forecast
2. Select the Program and Program Increment in the top configuration bar
3. Select View by: Capabilities
4. Open a Capability slide out panel
5. In the Details panel, click on the Delete blue link present on the right side of the page
6. Notice the Capability is not deleted. The browser developer console tab showed the error in my test:

   VM2647:1 Uncaught TypeError: _.jSelectorIsEmpty is not a function
       at HTMLDivElement.<anonymous> (<anonymous>:1:46877)
       at HTMLDivElement.dispatch (ja_jquery-etirwer-fa48637a40.js:2:43003)
       at m.handle (ja_jquery-etirwer-fa48637a40.js:2:40998) 
   

7. The same Capability can be deleted as expected from the Capabilities grid

Expected Results

The Capability should be deleted

Actual Results

The Capability is not deleted. The above error is shown in the browser developer console tab

Workaround

Delete the Capability from the  Capabilities grid
