When Solution Layer is enabled but Capabilities are not in a portfolio, it's not possible to add children work items for Solution Objectives in this portfolio

      Issue Summary

      When Solution Layer is enabled but Capabilities are not enabled in a portfolio, it's not possible to add children work items, configure objective mapping, and add children objectives for Solution Objectives in this portfolio.

      Steps to Reproduce

      1. Enable Capabilities and Solution menu in Administration → Platform → Solution
      2. But DO NOT enable Capabilities in Portfolio Specific Configuration
      3. Create a Solution and a normal Program in Administration → Programs and nest them under this portfolio
      4. Create a Solution Objective with this portfolio's solution as a parent
      5. Observe that Solution Objectives cannot be mapped in Administration → Portfolios → Portfolio details panel → Objectives Mapping 
      6. Observe that this objective cannot have children work items, and cannot be a parent of Program Objective from this portfolio
        1. It can be a parent of objectives from a different portfolio with capabilities enabled

      Expected Results

      PM to please review:

      "Capabilities enabled" should be separate from solution layer functionality.

      Solution objectives should be able to have children work items in such a portfolio.

      Actual Results

      1. It is impossible to select Objective mapping for Solution Objectives (in Administration → Portfolios → Portfolio details panel)
      2. Can't add any type of work items to these Solution Objectives
      3. Can't select Solution Objective as a parent for other objectives from this portfolio
        1. But can for Program Objectives from a different portfolio with Capabilities enabled

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
