In an environment with 2 Jira Connectors, unable to add a project to a Program that has already been connected to the other Jira Connector. These programs show in the dropdown but are greyed out.

Issue Summary

In an environment with 2 Jira Connectors, unable to add a project to a Program that has already been connected to the other Jira Connector. These programs show in the dropdown but are greyed out. 

Customer has indicated that this was a recent change (possibly part of 10.111.2) and their current configuration does show they were able to do it as they currently have some Programs linked to multiple Projects via different Jira Connectors. They are indicating that we should not have removed something that was working (even if it was unsupported)

Unfortunately a program that is already configured via 2 connectors, cannot have any more Projects configured against it either as the creation is blocked on both connectors for this scenario and it has been asked if this symptom is a bug as why can't one connector still be configured?

Steps to Reproduce

1. Go to: Administration > Jira Settings
2. Make a note of one of the Program already configured against a project
3. Change the Jira Connector to a different one
4. Attempt to add a new project and use the Program dropdown
5. The Program noted in step 1 should be greyed out

Expected Results

Actual Results

Currently unable to add a project to a Program that has already been connected to the other Jira Connector. User can no longer map projects to some of these Programs/Product Areas on EITHER connector. They are effectively blocked greyed out on both connectors.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
