Issue Summary

Portfolio/Solution Objectives do not appear in the Milestones modal if there is a Program selected in Tier 1

Steps to Reproduce

Preconditions:

• Portfolio and Solution Objectives assigned to Program#1
• Both Objectives should be associated with the item (Epic/Capability/Feature){}

Steps:
     1. Select Program and Release from preconditions in Tier 1
     2. Go to Roadmaps
     3. Open Epic/Capability/Feature view
     4. Open Milestones modal

Expected Results

Objectives from preconditions are present in the modal

Actual Results

Portfolio/Solution Objectives do not appear in the Milestones modal if there is a Program but will appear if Portfolio is selected

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
