Issue Summary

When the ADO connector creates an Agile Team, it defaults the Track by field to Hours

Creating Agile Teams manually, or having Jira Align create them when a Jira Board is added to Jira Management (for the Jira Connector) results in a team being created that defaults to Track by Points - which shows that the behaviour is inconsistent.

Additionally there appears to be no way to specify the default choice for the Track by field.

Based on information from our lab environment there may have been a change between 2021 and April 2022 as to what was set as the default for Track by, however the initial DoS review of this issue could not identify such a change, but could identify why Hours was being set.  

Steps to Reproduce

Not specifically replicated, however the  alignsupport (internal lab) instance already contains examples that appear to show that ADO teams created in 2021 did default to Track by Points but those created from at least April 2022 onwards default to Track by Hours. To see examples in our internal labs:

1. Using the alignsupport lab instance, go to  Team > Manage +Show All > Teams
2. Change the Tier 1 Filter to  HH-ADO-Foxblue sync Program 2 (with no filter for PI set) Note: other ADO linked Programs created by other engineers in different Portfolios do show the same results
3. Apply a filter for Type = Agile Team
4. Open the details of one of the teams with an id above 6000 and check the Track by field (and check the Audit Log to confirm it has not been manually adjusted and to see the dates of when the team was created and confirm it was created by external)
5. Open the details of one of the teams with an ID below 2000 and check the Track by field (and check the Audit Log to confirm it has not been manually adjusted and to see the dates of when the team was create and confirm it was created by external)

Expected Results

Agile Teams created by the ADO Connector will default the Track by field to Points (as it does for other methods that create Agile teams.)

Actual Results

Agile teams created by the ADO Connector default the Track by field to Hours.

Workaround

After the ADO Connector has created a new team, open the details of the team and change the Track by field to Points.
