Updates to how inactive teams should function in Jira Align

That team can no longer be assigned new work items but will still show in the team field of items already assigned to the team· The team is not available in the context menu. That team’s historical data is still available for reference when running reports meaning the data can still be pulled, but the team cannot be specifically selected in a report or filtered by.
