Ideation: External Ideation users cannot view ideas

Issue Summary

External Ideation users are unable to view Ideas in the Public Ideation portal.

Steps to Reproduce

1. As an active and approved External Ideation user, log in to the Public Ideation portal
2. Click on any idea

Expected Results

The slide-out panel opens up with the selected Idea's details

Actual Results

The slide-out panel opens up with a blank "New Idea" form.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
