Epic Status Report: Risk State displayed incorrectly

Steps: 
1. Login. 
2. Create Epic. 
3. Assign several Risks to Epic. Set several combinations of Risk State vs Resolution Method for Risks(Open>Resolved, Open>Owned, Closed>Accepted). 
4. Go to Epic Status Report. 
5. Check State square color for Risks and tooltip that appears when hovering over it. 

ER: Need PWM Review. 
From my point of view we need to redesign this a bit: 

• First thing: we need to display both: State and Resolution Method in a tooltip, like Open: Accepted. 
• When Risk is Closed we need to display square in green, regardless of Resolution Method.
• When Risk is Open and Resolution Method is Owned, Accepted??? or Mitigated we need to display square in red. 
• When Risk is Open and Resolution Method is Resolved we need to display square in green.

AR: Square is displayed in green only when Risks Resolution Method is Resolved. The tooltip displays only Blocked and Done text.
