Capability rank changes not appearing on audit logs

Issue Summary

When doing a backlog rank change of a Capability, such a change doesn't appear in the audit log.

Steps to Reproduce

1. Open the Backlog view of a Program with multiple Capabilities.
2. Change their ranks by dragging and dropping
3. Check the moved Capability's audit log

Important: The issue is reproduced for new work items without Portfolio Rank while moving any first item, for the second time it wouldn't reproduce the problem.

Expected Results

The audit log should present the rank changes like the other work items, like:

Portfolio[118] Rank: Capability 1757 was moved from 4 to 6

Actual Results

Nothing is being displayed in the audit log (the rank change is applied).

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
