Issue Summary

On the Program Room, the Objective Widget will display the ones associated with the Program + PI, but, if you try to open one of the objectives that don't have a Target Sync Sprint defined, it will open the panel to create a new one instead.

Steps to Reproduce

1. Go to the Program Room
2. On the Tier 1/Config Bar have a Program + PI
3. Check the Objective Widget
4. Try to open one that doesn't have the Target Sync Sprint defined
5. Now try to open one that does have it

Expected Results

The slide-out panel of the objective will appear.

Actual Results

If the objective doesn't have the Target Sync Sprint, the panel to create a new Objective appears instead of the objective selected.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
