Issue Summary

Steps to Reproduce
- Log into a Jira Align instance with Time Tracking enabled
- Assign your account a manager, if one is not already set
- Click on the time tracking module in the left side bar and submit your timesheet for the current week.
- Go into administration > settings > email and create a new scheduled email.
- Set the recipients filter to match the role of your current user account
- Click "advanced recipient filters" and set:
- Additional Filter by: Manager, and input your manager in JA below
- Time Period: Current Week
- Timesheet Options: Timesheet Submitted
- Timesheet Submitted: No
7. Save the filter and click "Send message now" in the previous screen.
Expected Results
The email should not be sent to your account, since you submitted your timesheet for the current week. The filter should only be notifying users that have not submitted their timesheet.
Actual Results
The email is sent to your account. If you check under Administration > Logs > Email, you should see an email sent out with your user account as the recipient.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
