Issue Summary

Any user with the Role toggle for Enterprise > Mind Maps can create work items through the Start New Hierarchy option. This ignores role permissions normally necessary to create those work items.

Steps to Reproduce

1. Create a user with a Role that only has access to Mind Maps
2. Start a New Hierarchy within Mind Maps for any work level (Theme,Epic,Capability,Feature)
3. Sync the hierarchy and select the appropriate level and any program the user has access to.

Expected Results

Error would advise that the role lacks permissions to create these work items.

Actual Results

Work items are created without issue.

Workaround

Removing the Mind Map permission from users prevents them from accessing this element to freely create work items.
