Issue Summary

If Custom Hierarchies is enabled, it is not possible to set the Roles such that only some people are able to see a list of all rooms.

Steps to Reproduce

1. Enable Custom Hierarchies
2. Under Admin > Roles, pick any role
3. Disable every single toggle (including 6. Admin > Other Setup > Custom Hierarchies)

Expected Results

The "Custom Rooms" icon does not show up on the Blue navigation bar

Actual Results

The "Custom Rooms" icon show up on the Blue navigation bar for all users

Workaround

Currently, there is no known workaround for this behavior
