Unable to Filter Objectives by Owner with Special Character on Name

Issue Summary

The customer is unable to filter objectives using Owner name in apply filters, which contains special characters e.g. Edvaldo O'Neil, it does not return any results, regardless of T1 NavBar filter or objective type.

Steps to Reproduce

1. In JA, go to any type of Objective grid e.g. Solutions
2. Click on Apply Filters
3. Filter using user name containing special character e.g. by Where Owner contains = Edvaldo O'Neil
   

Expected Results

The objectives are listed in the grid  for the owner selected as expected 

Actual Results

No objectives are listed in the objectives grid for the owner whose name contains a special character.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
