      Steps to Reproduce

      1. Select Program + PI in primary filter, or empty filter altogether
      2. Go to Strategic Driver Allocation report

      Expected Results

      Report loads and shows data

            After speaking with development, it appears that this defect fix was validated in version 10.110.0, but was not deployed. The fix has been added to pending version 10.111.0. We are investigating if we can deploy any sooner, and will update the issue if so.

            I have tested this in our test environment running 10.110.0 Build: 10.110.0.24346.  We are still getting the Whoops Error.  According to the release notes this should be fixed in this release.
