Issue Summary

Select a single Program (or Portfolio with single Program) + PI in tier 1 filter, then navigate to Work in Progress by State report - it doesn't load anything initially, the page is blank.

Steps to Reproduce

1. Select a Single Program (or Portfolio with single Program) + PI in tier 1 filter
2. Navigate to report Work in Progress by State from somewhere else
3. Notice no data is populated
4. Select a Team from the drop-down
5. Revert Team selection to 'Select All'
6. Notice the data now populates the report

Expected Results

Since the Team drop-down is by default on 'Select All', it should show the data for that selection when first loading the page.

Actual Results

Nothing is loaded until Team selection is changed.

Workaround

Select a team and revert back to Select All.
