Create Objectives link does not work in an empty objectives view.

Issue Summary

In the Objectives view, the "Create an Objectives here" link that appears when there are no objectives being displayed, does not work.

Steps to Reproduce

1. Open the Objectives view (any level), that doesn't contain any objectives.
2. Click in the 'Create an Objectives here' link.

Expected Results

To display the Objectives creation window.

Actual Results

Nothing happens.

Workaround

Need to create the Objectives thru other places, like the '+ Add Objectives' button.
