Program Tracking report - Overlapping/Unreadable Text with special character in title or description

Issue Summary

When you hover over the dependency icon or impediments icon, a quick summary screen is displayed. If there is a special character (such as = or ‘) in the title or description, this cause it to be outside of the icon.

Steps to Reproduce

1. Step 1. Go to the Program Tracking report
2. Step 2. When there is no special character, it displays correctly
   
3. Step 3. When there is a special character (such as = or ‘) in the title or description, this cause it to be outside of the icon. This problem is reproduced on Dependency and impediments.
   

Expected Results

Even there is a special character is added in the title or description, the quick summary page is displayed correctly.

Actual Results

When there is a special character (such as = or ‘) in the title or description, the quick summary is unreadable and the text is displayed in the outside of the icon.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
