Issue Summary

State colors are not consistent across work items in Roadmaps.

Steps to Reproduce

1. Login.
2. Go to the Roadmap.
3. In the View Configuration>Other Options enable Color by>State.
4. Check Themes, Epics, Capabilities, and Features view.

Expected Results

State colors should be consistent across work items.

Actual Results

State colors varies.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
