Issue Summary

Roadmap does not show Features under Capabilities when configuring Tier 1 with Solution or Portfolio level + PI

Steps to Reproduce

1. Enable Solution level for a Program
2. Enable multi-level Program Approach for Features
3. All work items will be in the current PI
4. Configure Capability 1 with Program A
5. Configure Feature 1 with Primary Program B and Secondary Program A
6. Configure Tier 1 with Program B and current PI, this works fine.
7. Configure Tier 1 with Solution from Program B and current PI, does not work.
8. Configure Tier 1 with Portfolio from Program B and current PI, does not work.
   Program A and Program B are under different Portfolios.

Expected Results

Roadmap does show Features under Capabilities when configuring Tier 1 with Solution or Portfolio level + PI

Roadmap does not show Features under Capabilities when configuring Tier 1 with Solution or Portfolio level + PI

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
