Issue Summary

No API communication between Jira Align Cloud and Jira Cloud and show a 503 error when the Jira Connector runs a Jira HealthCheck
If email notifications are setup to trigger on Jira Connector failure, then the end-user can receive multiple emails, which creates "noise"
