Program Predictability Report: Inconsistent data shown if Programs are created after the Program increment

Issue Summary

When viewing the Program Predictability Report, if there are Programs added to the parent Solution after the creation of the Program Increments shown on the Report, the data calculation is displaying incorrectly.

Steps to Reproduce

1. Have a solution with 3 Program Increments (PI1 PI2 PI3)
2. Have multiple Programs with Features/Stories and points delivered over the course of the 3 Program Increments
3. Create an additional Program 
4. Add it to the Program Increments PI2 and PI3

Expected Results

On the Program Predictability Report, the Total Planned Value and Delivered Value should show the correct value for each of the 3 Program Increments

Actual Results

The values for the PI 3 are incorrectly showing under the PI 2

Workaround

Manually add the new Programs to the existent Program Increments
