Issue Summary

The funding plan does not roll up funding that has been allocated across programs to the Solution level program (Solution Trains) that they belong to and shows empty rows in the report making it hard to read and misleading.

Steps to Reproduce

1. Enable solution level.
2. Create 2 or more programs.
3. Create 1 Solution Program that groups the 2 previous programs
4. Create a snapshot and allocate budget and tie to PI's
5. Open PI's tied to snapshot and set a budget + tie to programs above + allocate budget capacity %
6. Open the funding plan

Expected Results

Hierarchy should be grouped as expected or solution level programs should be excluded from report.

Actual Results

The Solution level program row shows as empty

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available
