Program Room: Release Vehicle widget shows the Ship Date wrong by one day

      Issue Summary

      On the Program Room, the Release Vehicle widget shows the Ship Date incorrectly, it appears 1 day in the past of the correct date. The Sprint panel will show the diamond for the RV in the correct position, so only the widget is showing it wrong.
      Also, if an RV doesn't have a date on the Shipt Date, the date displayed is 12/31/1969.



      Steps to Reproduce

      1. Create an RV and set the Ship Date
      2. Go to the Program Room and on Tier 1 select a Program and PI that the RV part of
      3. See the Release Vehicle widget date and compare with the RV panel

      Expected Results

      The dates displayed on the widget would match the Ship date on the RV panel.

      Actual Results

      The date displayed on the widget is one day in the past.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
