Attachments: All Attachments are deleted after removing one from a work item

Issue Summary

Deleting 1 attachment causes deletion of all attachments in any Work Item (Story, Feature, etc)

Steps to Reproduce

1. Navigate to any Work Item with attachments.
2. Scroll down to find attachments and delete one.
3. Close the slide out and open the Work Item again.
4. All attachments are deleted.

Expected Results

Just the one deleted attachment is gone and the rest remain.

Actual Results

All attachments are deleted.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
