Issue Summary

On Windows machines with the latest version of Chrome (94.0.4606.61) pages with Card items such as the Home page scroll very slowly. This is not present in other browsers.

Steps to Reproduce

1. Login to a Jira Align instance on Chrome 94.0.4606.61 on a Windows machine
2. Use mousewheel to attempt to scroll through the page.

Expected Results

Page jump scrolling in larger increments.

Actual Results

Page scrolls by a few pixels instead, taking well over 100 scrolls to get to the bottom of the page.

The below exception is thrown in the xxxxxxx.log file:
N/A

Workaround

Scrolling in a different browser works as expected.
Touchpad scrolling works as expected.
Middle Mouse Button scrolling works as expected.
