Objective/ORK: Old OKR/Objective experience is defaulting the field Status to Off Track instead of Pending

Issue Summary

With the new v10.100.x, the slide out panel on the old experience for Objective/OKR is defaulting the value of Status to Off Track, instead of Pending (the new value for Not Started).

Steps to Reproduce

1. Go to Program -> Objectives (any layer will work)
2. Click on Create an Objective/OKR (while using the old experience)
3. Notice as the field Status is defalting to Off Track

Expected Results

The default value during the creation would be Pending (the new Not Started)

Actual Results

The default value is being set as Off Track.

Workaround

During the creation of the OKR/Objective through the old experience, the user needs to change the value of the Status from Off Track to Pending before saving.
