Program Increment Progress: error is thrown when accessing page

      Issue Summary

      When acessing the Program Increment Progress report using a Portfolio + PI on Tier 1/Config Bar, an Whoops error is thrown.

      Steps to Reproduce

      1. Set the Tier1/Config Bar with Portfolio + PI
      2. Go to Program -> Program Increment Progress

      Expected Results

      Report would load.

      Actual Results

      An whoops error is thrown.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
