Issue Summary

When Solution layer is selected on TIER 1, the Points Planned vs Points Accepted report doesn't render

If a Program is selected at the TIER 1 menu the report renders as expected.

Steps to Reproduce

1. Step 1. Select a Solution layer and PI on the Tier 1 configuration bar.
2. Step 2. Navigate to the Points Planned vs Points Accepted report.

Expected Results

The report is displayed as normal.

Actual Results

the report never renders - you just get a spinning circle on the screen.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
