Issue Summary
When using the Epic Backlog, in the Kanban Process Step view, if you filter the Tier 1/Config Bar by Portfolio + PI, workitems that have the Additional Program (instead of the Primary Program) as part of the Portfolio and uses the same Process Step in the Primary/Additional Programs, are not displayed.
To give an Example, the Epic has the Primary Program part of Portfolio 1 and PI1, as Additional Program it has one that is part of Portfolio 2, both Program uses the same PIs and Process Step. In this scenario, if you filter T1 by Portfolio 2 + PI1:
- List and State view: will show all Epics that have the Primary Program or the Additional Program as part of the Portfolio/PI
- Process Step view: will show only Epics that have the Primary Program as part of the Portfolio/PI.
So in this case, the List/State view will show an x number of workitems, while the Process Step view will show fewer ones. If the Primary/Additional Programs don't share the same Process Step, this doesn't happen and all three views will show the same number of workitems.

Steps to Reproduce
- Create an Epic with a Primary Program on Portfolio 1, assign it to PI 1
- Add as a additional Program one that is part of Portfolio 2
- Both program need to share the same PI and Process Step
- Go to Backlog -> List view, filter Tier 1 by Portfolio 2 + PI 1
- See the list of Epics
- Now change to State view and Process Step view and compare results

Actual Results
Process Step view shoes fewer workitens than State view when the conditions above are met.
