Issue Summary

When adding the option for PMO role to have access to Add Impediments to stories, the toggle in Administration > Access Controls > Roles > PMO Role > Team > Manage > Impediments does not give this role visibility to the Add button for Impediments in the Story Slide Out.

Steps to Reproduce

1. Set PMO Role to have Add option for Impediments at the Team level and Save.
2. Impersonate a PMO user and browse to any Story the user has access to.
3. Select the Story to pull up the Slide Out panel and scroll down to Impediments section.
4. Add button is missing.

Expected Results

When any Role has the Impediments option enabled along with the Add toggle, the user should be able to add Impediments from the Story Slide Out.

Actual Results

PMO user with the Add Impediments toggle can add impediments via the Impediments page but cannot add impediments via the Story Slide Out panel.

The below exception is thrown in the xxxxxxx.log file:
No exception is throw when saving the Role permissions.

Workaround

The user can go to the Impediments page to add impediments to a Story as a workaround for adding them directly to the Story Slide Out.
