Objective Filtering Clears After Saving

Issue Summary

Note: The issue is reproduced on both Team Objectives and Program Objectives.
After making changes to an Objective and saving, the underlying filtered Objectives list appears to refresh without applying the previous filter.

Steps to Reproduce

1. Step 1 Go to Program Objectives
2. Step 2 And click Apply filters and filtered with Tier = Team / Team =<My Team> and click Save Filter button
3. Step 3 Created the objectives with Team Tier and Program Tier
   
4. Step 4 Clicked saved filter, objectives with Team tier are displayed
   
5. Step 5 Go to one of the objectives and click Save or *Save&Close*button, then Program Tier also displayed
   

Expected Results

Saved filter is not refreshed and objectives with Team Tier are only displayed.

Actual Results

Saved filter is refreshed and Program Tier also displayed

Workaround

Once the problem state is reached, clicking the browser's Refresh button re-applies the filter's Tier criteria
