Issue Summary

"No Program Increment found. Unable to generate checklist". The message is written in black, over black background in the Checklist.

Steps to Reproduce

1. Ensure the PI is not added in the top tier
2. Choose checklist from top right
3. Select a checklist

Expected Results

The message: "No Program Increment found. Unable to generate checklist" is readable font color. 

Actual Results

The message is in black font with black bacckground making it not visible.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
