Issue Summary

The '+ Add' links for Dependencies and Risks in the Features details panel are only shown if the '4 Program -> Manage -> Features (Jira Epics) -> Add' toggle is enabled. The ability to create such work items is not affected, only the links are missing.
To be confirmed if it's a bug or enhancement.

Steps to Reproduce

Enabled every toggle, except the 'Features -> Add' toggle, and the links are missing.
The links appear if the 'Feature -> Add' toggle is enabled.

Expected Results

To be able to add Risks and Dependencies to an existing Feature from its panel, using the '+Add' links.

Actual Results

Users are not able to add Risks and Dependencies from the Feature details panel unless the Feature -> Add toggle is enabled, but that also enables the user to create new features.

Workaround

Create the Risk or Dependency from its grid through the blue Create button in the top right corner, and then assign manually to a Feature.
