Issue Summary
Accepted spend value and number of stories(story list) in investment vs spend slide-out is not considering tier 1 configuration.
Steps to Reproduce
- Create a theme and assign it to two programs from different portfolios and releases.
- Add some stories in portfolio 2.
- In tier 1 configuration set portfolio 1.
- Navigate to portfolio -> investment vs spend
- In the investment grid accepted spend value is 0 because there are no stories linked to portfolio 1.
- Click on accepted spend value in the grid which opens a slide-out panel.
- In the slide-out panel accepted spend value is calculated as not 0 because it is considering stories from portfolio 2.
- The same issue is happening with the number of accepted stories as well. In grid number of stories is 0 but in the slide-out panel, there are stories from portfolio 2.
Expected Results
The accepted spend value and the number of stories(story list) in the slide-out panel should consider tier 1 configuration.

The accepted spend value and the number of stories(story list) in the slide-out panel should consider tier 1 configuration.
