Issue Summary

For any system role besides Super Admin or a role that was copied from Super Admin, the Save button will not display in the upper-righthand corner when the Details Panels Settings toggle is enabled in the permissions

Steps to Reproduce

1. Modify a non-Super Admin system role to enable Details Panels Settings in the Administration permissions
2. Set that system role on a user
3. Impersonate user
4. Observe that the Details Panels Settings can be accessed but no Save button in the upper-righthand corner

Expected Results

Save button should be displayed

Actual Results

Save button is missing

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
