      Issue Summary

      Program Increment Cleanup report -> Cancelled Objectives should not be included

      Steps to Reproduce

      1. Login
      2. Select a Program and PI at top tier
      3. Browse to Program Increment Cleanup Report
      4. Notice that cancelled objectives are shown in the report 

      Expected Results

      Since 'Cancelled' objectives will never be completed, they should not be included in the report. As an owner of the Objective, there is no additional action that can be taken once objective is Cancelled. 

      Actual Results

      Cancelled Objectives show up in the report. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
