Objective and Key Result OKR: An Archived PI can be selected to be linked to an OKR

Issue Summary

On the new OKR experience, it is possible to select a PI that is already archived.

Steps to Reproduce

1. Go to Objectives
2. Click on Create an Objective
3. Click on the Try the new experience
4. Follow the steps till the PI
