Issue Summary

The Scope Change Report will show Features under the section "Feature added to the Program or Program Increment after it began" if the feature was added to the Program Increment on the same day as the Program Increment Start Date, despite the Program Increment Status.

Steps to Reproduce

1. Create a Program Increment
2. Set the Start date one day in the future and keep the Status in the Planning
3. Add a Feature to the PI
4. On the next day, which is now the PI start date, add a second Feature to the PI
5. Change the PI Status to In Progress
6. Add a third Feature to the PI

Expected Results

Only the Feature added to the Program Increment after the Program Increment Status was changed to In Progress should be included in the section "Features Added to the Program and Program Increment after it began" of the report Scope Change Report

Actual Results

The Scope Change Report show Features under the section "Feature added to the Program or Program Increment after it began" if the feature was added to the Program Increment on the same day as the Program Increment Start Date, despite the Program Increment Status.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
