Issue Summary

Team Room : Story progress bar pop-up shows wrong progress when task effort hours is '0'

Steps to Reproduce

1. Login
2. Browse to Team Room
3. Create a Story and a child task(s)
4. For the task, add Effort Hours value as '0'. 
5. From Team room, hover on the story progress bar
6. Notice the progress popup based on Task hours
7. The task state is not complete

Expected Results

In a case where the denominator and numerator for effort is zero, then progress should show 0% complete, not 100% complete.

Actual Results

The progress bar shows as 100 % done

Workaround

Instead of keeping hours as 0 add a non-zero value for effort hrs.
